Sarta the Hutt has nearly 284 years under his belt, his history is expansive and his reach is far. He has become synonymous with all forms of crime on the Outer Rim, from the occasional "protection" racket to the illegal spice trade. His power extends from his Palace on Llanic and his almost complete control of the Llanic Spice Run.
He used to have successful operations on the planet Corulag until a young Thomas Heckler contested his control. He barely dodged an assassination by the younger gangster and was forced to pull his operations out all together. This slight against him has led to a grudge against Heckler which has since culminated on the world Atzerri where he captured the older Republic Captain in a trap he created.
With the death of Jabba the Hutt in 4 ABY and the collapse of the Black Sun in 24 ABY he was guaranteed his undisputed rise to the top in the Outer Rim. There lurks in the dark rival clans and the Tenloss Criminal Syndicate, which will most certainly question his control of territory that is their own. There are numerous other small time gangsters ready to tear his criminal empire apart, but they stay at bay, afraid of his power and prominence. Time will only tell if he can realize his true ambitions and kill his nemesis once and for all.

Application approved, though the Capone/Joker hybrid certainly warrants a touch more explanation.

This, however, is a snagging point. Namely, many, many, many worlds in the Outer Rim—if not solid Remnant or Republic worlds—are independent members of the Galaxy Union as opposed to Hutt-controlled worlds.
