Anything you'd like to tell us about the character: A rather atypical Neimoidian, since he is not particularly cheap, but is indeed greedy. Especially when it comes to power. He also has a strong demagogic streak. Always ends speeches in the Senate with "furthermore, it is my opinion that the Empire cannot be trusted."
Summarized Biography:

Born on the year of Daala's demise, Kleon was part of the first generation to be born after the death of Palpatine, and the birth of the New Republic. But also born in the middle of a devastating war, ravaging countless systems from the Outer Rim to the Core Worlds.
Kleon was born on Cato Neimoidia, the principal Neimoidian colony world, which was on the receiving end of pre-emptive Imperial bombardment that laid waste to much of the planet. However, what really marked the Second Battle of Cato Neimoidia was not the destruction visited upon it, such acts had been carried out all over the Galaxy, but the fact that the Neimoidians took up arms, vowed revenge and went from grudgingly supporting the New Republic to actively fighting for democracy. By doing this, they shrugged off their legacy from the Clone Wars and became a powerful pillar of support for the New Republic.

This event had a powerful impact on Kleon, whose city was destroyed in the Imperial bombardment. He considers himself a heir to the spirit of Neimoidian war heros, and his early political career was marked by his impressive oratory abilities and image as a "war child". At 26 he was elected to the New Republic Senate in a landslide, but found that Coruscant was a wholly different league than Cato Neimoidian politics. After searching for causes for more than a year, and being labelled "The invisible Neimoidian Gentleman", he finally realised what could really rouse support for him: anti-Imperial sentiment.

Almost overnight, Kleon suddenly began denouncing the unionists, attacking the "mere notion of governing with the butchers of Caamas, Alderaan, Cato Neimoidia and thousands of other worlds", and calling for trials of war crimes against the Imperial leadership. His rhetoric had noticeable anti-Human overtones as well, calling the Union "a confederation of Humans bent on conquering and Humans bent on appeasing", only increasing his appeal to many non-Humans.

But now, ten years after the signing of the Treaty of Unification, and with peace as prevalent as ever before in the last century, is Kleon Grace really what the Galaxy needs?
